I was a bit wary, but it was surprisingly easy with brass rod (from Perry spears) wrapped in printing paper. I added some thick cotton yesterday at the open end and half way done and it looks more realistic. I used the new Perry marching archers as reference. I think they used thin wire as it is more pronounced, but superglued cotton is within my capabilities ;)
